INVITATION FOR BIDS
NATIONAL COMPETITIVE BIDDING
In pursuance of the Government of Sindh’s (GoS) Notification No. SO(G-1)E&L/SEMO/2C>15 dated March 12, 2015, the School Education and Literacy Department (SELD) of the Government of Sindh invites bids from reputed, experienced and registered NGOs / firms / consortia / or joint-ventures for the management and operation of 25 selected public sector schools reconstructed with support of USAID under Sindh Basic Education Program (SBEP) along with 46 group-of-schools under 5 District Packages.
The Government of Sindh aims to partner with credible Education Management Organizations (EMOs) from the private sector to manage and improve the functioning of public schools by introducing innovations, modernizing the education system, addressing management gaps, maintaining and cooperatively working along with teachers, schools’ staff, school management committees, surrounding communities and local tiers of the School Education and Literacy Department. In order to improve the standard of education in the Province of Sindh, the Government of Sindh, acting through the School Education and Literacy Department, envisages a Public Private Partnership with EMOs in Sindh.
The Project shall be structured as a multi-year management contract, which shall include, inter alia, the responsibility of managing and operating selected public sector schools and achieving the key performance indicators set by the Government of Sindh. The ownership, however, of the public sector schools will remain with the Government of Sindh.
From 22nd April, 2019 interested organizations can download necessary documents including eligibility criteria free of cost from www.seld.pppn.gos.pk and www pprasindh.gov.pk The hard copy of the documents may also be obtained free of cost from the office of the PPP (NODE) during office hours.
1. Due to emergency / holiday announced by the Government on the scheduled date of opening, the bids shall be opened on the next working day.
School Education and Literacy Department will organize a pre-bid meeting on 30th April, 2019 (Tentatively) to explain the bidding process in detail. The confirmed date of the pre-bid meeting shall be announced on www.seld.pppn.gos.pk
All interested bidders are required to be registered with relevant government authorities. Detailed eligibility criteria is given in the bidding documents.
All interested firms are advised to carry out a comprehensive on ground survey of the project area and come up with a practical strategy and project proposal in order to minimize any complication during implementation phase.
School Education and Literacy Department will not be responsible for any cost or expenses incurred by bidding firms and reserves the right to terminate the procurement process at any time subject to relevant provision of SPP Rules 2010 (Amended 2013).
The bids must be delivered in English language under sealed envelope by hand or through courier not later than the above mentioned bid submission date. The bids will be opened in presence of representatives of bidders at the given bid opening date and time.
