INVITATION OF BIDS FOR FRONT END COLLECTION AND TRANSPORTATION OF MUNICIPAL SOLID WASTE

INTERNATIONAL COMPETITIVE BIDDING
Sindh Solid Waste Management Board (SSWMB), established under Law to manage Solid Waste in Karachi and other districts of Sindh Province, has sole rights on all kinds of solid waste within the limits of all municipal councils and has authority to grant permissions to establish appropriate waste collection, transportation, recycling, composting and energy generation projects.
Karachi is the largest mega polis of Pakistan and the capital of Sindh province with a population of about twenty two million generating approximately 12,000 tons of waste per day. The City is divided into six districts each having a separate District Municipal Corporation. Korangi Zone is one of these districts.
All interested bidders are required to be registered with relevant tax authorities of Islamic Republic of Pakistan. However in case of foreign firms, bidding along or as leading firm in the Joint Venture or Consortium, they will be given 90 days time to get registered with SECP, FBR. SRB etc. and relevant tax authorities after issuance of the Letter of Intent (LOI).
The procurement process shall be SINGLE STAGE – TWO ENVELOPE PROCEDURE and governed by Rule 46(2) of Sindh Public Procurement Rules 2010 (Amended 2017).
Interested companies can obtain necessary documents including eligibility criteria upon payment of RFP document Fee (non-refundable) through Pay Order or Bank Drafts of Pak Rs. 5000 or US$ 50 in favour of Sindh Solid Waste Management Board as per following schedule from the office of Assistant Director (Finance) SSWMB during office hours or may also be downloaded from website: www.pprasindh.gov.pk or www.sswmb.gos.pk
The Bids must clearly state “PROPOSAL FOR FRONT END COLLECTION AND TRANSPORTATION OF MUNICIPAL SOLID WASTE FOR ZONE KORANGI (DMC KORANGI AREA) KARACHI, PAKISTAN” and must be delivered in English language under sealed envelope by hand or through courier not later than 1500 hours PST on 7th May 2019 and the same shall be opened by the Procurement Committee in presence of the representatives of bidders at 1530 hours PST on the same day.
All interested firms are advised to carry out a comprehensive on ground survey of the project area and come up with a practical strategy and project proposal in order to minimize any complication during implementation phase.
In case, the date of opening of bids is declared as a public holiday or non-working day due to force majeure, the next official working day shall be deemed to be date for issuance, submission and opening of tenders. The time and venue shall remain unchanged.
Sindh Solid Waste Management Board will not be responsible for any cost or expenses incurred by bidding firms and reserve the right to terminate the procurement process at any time subject to relevant provision of SPP Rules, 2010 (Amended 2017).
