TransKarachi is a Public Sector Company established under Section 42 of the Companies Act 2017 to carry out the project implementation, management and maintenance of urban rapid transit projects in Karachi including the Karachi Bus Rapid Transit (BRT) Red Line Project. The project is sponsored by the Transport and Mass Transit Department and the Sindh Mass Transit Authority (SMTA), Government of Sindh, with financial assistance from the Asian Development Bank (ADB) and co-financiers, including the Asian Infrastructure Investment Bank (AIIB), the French Agency for Development (AFD), and the Green Climate Fund (GCF).

The Karachi BRT Red Line project will deliver a sustainable urban transport system that focuses on accessibility and people’s mobility needs. It is anticipated that 320,000 passengers would travel daily on the buses of the BRT Red Line in the city. It is also anticipated that direct employment to be generated via execution of the project will be 2,118 jobs, including 1,424 jobs for station services such as ticketing, security, and cleaning; and 615 jobs in bus operations such as driving, conducting, and mechanics.

The company is seeking for dynamic, experienced and self-driven professionals for the following positions.

1. General Manager Planning

The role of General Manager Planning is to ensure that the detailed design, construction, procurement of physical components (including fleet) and maintenance of the assigned projects to the Company are as per the condition of the contract and in compliance to relevant standards, guidelines and industry best practices. He/she will oversee the performance of Project Planning and Implementation Unit (PPIU) and others (if any) to make sure that the assigned projects including Karachi Bus Rapid Transit (BRT) Red Line project are completed within the prescribed time frame, quality and funding parameters. He/she will monitor the conditions of the built infrastructure such that any ongoing maintenance or modifications to the assigned project post inauguration can be dealt with expeditiously and from a professional design perspective. Qualification: Master degree in Civil Engineering / Transport Planning / Transport Engineering / Transport Planning and Engineering or related discipline from a HEC recognized university. Foreign qualification will be considered an added advantage Experience: At least 10 years of post-qualification relevant experience including 5 years at a senior management level position. A minimum of 3 years of experience in a similar role is highly desirable. Relevant International work experience will be considered an added advantage. 2. General Manager Operations

The role of General Manager Operations is to ensure smooth operations of BRT on dedicated and off corridors, monitoring and performance management of contracted services such as vehicle operations and maintenance, station management, ITS, fare collection, bus industry transition, etc.. compliance with relevant standards and guidelines, adherence to safety standards, and coordinate with other division, outside agencies and general public. Qualification: Master degree in Civil Engineering / Transport Planning / Transport Engineering / Transport Planning and Engineering or related discipline from a HEC recognized university. Foreign qualification will be considered an added advantage. Experience: At least 10 years of post-qualification relevant experience including 5 years at a senior management level position. A minimum of 3 years of experience in a similar role is highly desirable. Relevant International work experience will be considered an added advantage. 3. General Manager Finance (Chief Financial Officer)

The role of General Manager (GM) Finance (Chief Financial Officer) is to ensure that TransKarachi control and manage finances well, and that the strategic planning and decision making are supported by sound analysis. The GM Finance (CFO)must also provide the necessary leadership and support to ensure that the financial affairs are conducted in accordance with all applicable laws, rules and regulations. Qualification: CA / CMA / ACCA/ FCA / FCMA / ACA / ACMA (A member of recognized body of professional accountants). The position shall be considered under rules 13 and 14 of Public Sector Companies (Corporate Governance) Rules. Experience: At least 10 years of post-qualification relevant experience including 5 years in a senior management position. A minimum of 3 years of experience in a similar role in a reputable national or international organization or Public Sector Company is highly desirable. Salary Package: Market based competitive salary package.

4. General Manager Human Resources and Administration

The role of General Manager Human Resources and Administration is to enable TransKarachi to achieve its objectives by proactively taking initiatives, providing guidance and support, delivering effective service on all HR matters and tightening inventory management to help increase operational efficiency across TransKarachi.

Qualification: Master in Business Administration (MBA) / Human Resource Management (HRM) / Public Administration (MPA) / Management Sciences or related discipline from a HEC recognized university. Foreign qualification will be considered an added advantage. Experience: At least 10 years of post-qualification relevant experience in HR/ Admin, including 5 years at a mid-level management position. A minimum of 3 years of experience in a similar role is highly desirable. Salary Package: Market based competitive salary package.

5. Project Director Project Planning & Implementation Unit (PPIU)

Project Director PPIU will be responsible for the construction of Karachi Bus Rapid Transit (BRT) Red Line. S/he will plan and coordinate all aspects of the construction process from hiring of contractors through final construction. He/she will oversee the performance of all contractors making sure that the project is completed within the prescribed timeframe, quality and funding parameters.

Qualification: Master degree in Civil Engineering / Construction Management/ Project Management / Management or related discipline with Bachelor in civil engineering from a HEC recognized university. Foreign qualification will be considered an added advantage. Experience: At least 10 years of post-qualification relevant experience including 5 years as a construction manager. A minimum of 3 years of experience in a similar role preferably in similar sector is highly desirable. Relevant International work experience will be considered an added advantage. 6. Assistant Director Environment

Assistant Director Environment will ensure all activities being planned and implemented under TransKarachi are compliant with applicable national and international environmental safeguard requirements.

Qualification: Master degree in Environmental Sciences or equivalent from a HEC recognized university. Foreign qualification will be considered an added advantage. Experience: At least 7 years of post-qualification relevant experience with a minimum of 5 years of experience in a similar role is highly desirable. 7. Assistant Director Resettlement

Assistant Director Resettlement will be responsible for the management of land acquisition and resettlement processes during project planning, processing and implementation phases.

Qualification: Master degree in in Sociology, Anthropology, Land Administration. Development Economics or related discipline from a HEC recognised university.

Experience: At least 7 years of post-qualification relevant experience in managing social safeguards in investment projects with a minimum of 5 years of experience in a similar role is highly desirable. Salary Package: Market based competitive salary package

8. Company Secretary

Reporting to the TransKarachi Board, the Company Secretary will ensure that Board procedures are followed, and that all applicable laws, rules and regulations are complied with.

Qualification: The ideal candidate would be a (a) member of a recognized body of professional accountants or (b) member of a recognized body of corporate or chartered secretaries; or © person holding a Master’s degree in business administration or commerce or possess a law degree from Higher Education Commission (HEC) recognized institutes/university.

Experience: At least 8 years of post-qualification relevant experience, including 5 years in a company secretariat, legal or management level position. A minimum of 2 years of experience in a similar role is highly desirable. Salary Package: Market based competitive salary package.

9. Internal Auditor

Reporting to the TransKarachi Board, the Internal Auditor will be responsible for managing the internal audit function of the company, specifically for planning, implementing and controlling the internal audit activities. The Internal Auditor will undertake regular reviews and evaluations of the processes and on-going activities to improve risk management, control and governance so that the company is able to achieve its goals and objectives in a highly professional and transparent manner,
Qualification: Member of recognized body of professional accountants or Certified internal auditor or Certified Fraud examiner or person holding a Master’s degree in Finance from a recognized university. Provided that individuals serving as Chief Internal Auditor of the Public Sector Company for the last five years at the time of coming into force of Corporate Governance Rules (March 08, 2013) shall be exempted from the above qualification requirement.

Experience: At least 10 years of post-qualification relevant experience, including 5 years in a mid-level audit management position. A minimum of 3 years of experience in a similar role in a reputable national or international organization or Public Sector Company is highly desirable. 10 Communication Specialist

Communication Specialist will be responsible for all communication and public relations activities and will provide strategic advice and support regarding multimedia, relation with public and clients and corporate communication.

Qualification: Master’s degree in Communications, Media Relations, Journalism, Publishing, Public Relations, or related discipline from a HEC recognized university. Foreign qualification will be considered as an added advantage.

Experience: At least 8 years of post-qualification relevant experience, including a minimum of 3 years of experience in a similar role is highly desirable. Salary Package: Market based competitive salary package.

11 Procurement Specialist

Procurement Specialist will manage the overall procurement and contract functions of TransKarachi in a transparent and professional manner and in accordance with all applicable laws, rules and regulations including ADB procurement rules, Sindh Public Procurement Rules, and Public Procurement Rules.

Qualification: Master in Civil Engineering /Economics / Finance /Management or related field with Bachelor in Civil engineering from a HEC recognized university. Foreign qualification will be considered as an added advantage.

Experience: At least 8 years of post-qualification relevant experience. Candidate should have demonstrated experience on ADB procurement system, Sindh Public Procurement Regulatory Authority (SPPRA) system, and Public Procurement Regulatory Authority (KPRA) system. A minimum of 2 years of experience with ADB procurement system is highly desirable. Relevant International work experience will be considered as an added advantage. Salary Package: Market based competitive salary package.

12 Executive Assistance to CEO (Female)
Executive Assistant will be responsible to provide complete secretarial and administrative support and general office duties of a responsible and confidential nature.

Qualification: Bachelor degree from a HEC recognised University.

Experience: Minimum of 8 years of post-qualification secretarial, general administration experience, including a minimum of 3 years of experience in a similar role is highly desirable. Salary Package: Market based competitive salary package.

13 Driver

The role of Driver is to drive and maintain official vehicles and keep them in tidy and operating condition.

Qualification: At least middle (8th Grade) passed and possess valid LTV driving licence.

Experience: Al least 5 years of driving experience. Working experience with multinational firm / banks is highly desirable. Salary Package: Market based competitive salary package.
